I'm also certain this is a Saffron Finch. I actually went to the National Aviary a couple years ago and I'm pretty sure I saw one of these in the small exhibit that is now the Grasslands.

I think Saffron Finch is correct, but I haven't done any research into similar species apart from the other members of genus Sicalis
